Kako smo počeli
Centar za nestalu i zlostavljanu djecu neprofitna je udruga osnovana 2006. god. u Osijeku po uzoru na slične organizacije u svijetu. Motiv za osnivanjem Centra osnivači su pronašli u realnom stanju nedovoljne zaštite djece od seksualnog iskorištavanja i zlostavljanja putem interneta te širenja pornografije i pedofilije, ali i drugih oblika zlostavljanja vezanih uz uporabu interneta. Građanski aktivizam urodio je enutzijastičnim timom ljudi koji su proveli i provoditi će razne projekte kako bi smanjili slučajeve zlostavljanja djece u Hrvatskoj.
Računalna revolucija donijela je sa sobom i razvoj novih komunikacijskih servisa. Došlo je do popularizacije mobitela, interneta te općenito do novog standarda komunikacije među djecom i mladima. No, rapidnim širenjem globalne računalne mreže - interneta došlo je i do širenja novih oblika društveno neprihvatljivih ponašanja koji utječu na psihosocijalni razvoj djece i mladih jer su oni i najčešći korisnici moderne računalne tehnologije.
Zbog bojazni od svih negativnih utjecaja koje donosi internet, a koje katkada sa sobom donose i fatalne posljedice po psihičko, mentalno ili fizičko zdravlje djece i mladih odlučili smo doprinijeti njihovoj zaštiti.
Center for Missing and Exploited Children is a nonprofit organization established in the year 2006 in Osijek, modeled after similar organizations in the world. The motive for the establishment of this kind of organization, the founders of the Center have found in a real lack of state protection of children from sexual exploitation and abuse through the Internet and the spread of child pornography and pedophilia, and other forms of abuse associated with use of the Internet. Research in Croatia showed stunning facts regarding the use of the Internet. Good intentions of communication innovator did not foresee the negative opportunities of malicious people. Those people entered the virtual world with only one goal – to satisfy their malicious needs. Unfortunately, some of them have succeeded. Internet is a world of anonymity and therefore it is not easy to catch and to stop those kinds of people. Children are a great target; they do not have the developed sense of what is wrong. Therefore, it is crucial to educate them about that and to protect them; all that was a combination of factors that yielded the Center. The members of the Center are refined experts in different fields – computer forensics, criminology, law, psychiatry and sociology, and also people from different economies willing to support and help the centre.
Štitimo djecu
Porast zlostavljanja djece kao i razvoj novih oblika zlostavljanja u uskoj je vezi i s razvojem tehnoloških komunikacijskih dostignuća. Tako je internet, kao najpopularnije sredstvo komunikacije i informiranja, postao dio svakodnevnice života djece i mladih koji su, nažalost, često izloženi neprimjerenim sadržajima. Kako je internet mjesto na kojemu, barem u Hrvatskoj, ne postoji usustavljen mehanizam kontrole sadržaja u sklopu državnog aparata, odgovornost ostaje na djeci i mladima, a ponajviše na roditeljima koji bi trebali kontrolirati djecu u korištenju interneta.
Međutim, ako ne postoji svijest o opasnostima interneta, a u nas je ta svijest još uvijek vrlo slabo razvijena, ne može postojati ni odgovornost za njegovo korištenje. Zato smo odlučili preuzeti dio odgovornosti i ponuditi pomoć djeci i mladima, njihovim roditeljima, nastavnicima, državnim instiucijama i svima onima kojih se dotiče područje djelovanja našega Centra.
Članovi Centra su stručnjaci s područja informatike, računalnog programiranja, kriminalistike, računalne forenzike, prava, pedagije i psihologije. Svoj rad Centar je usmjerio na stvaranje i razvoj preventivnih programa i projekata.
Metode našega rada usmjerene su na senzibliziranje, informiranje, edukacije i računalne proizvode zaštite.
Razvoj projekata
Centar je 2007. godine za osnovnoškolce grada Osijeka tiskao edukativne brošure o opasnostima interneta. Nakon toga su uslijedila predavanja po osnovnim školama u sklopu projekta „Sigurni na internetu“. Sljedeći korak bila je ugradnja zaštitinih servera u osječkim osnovnim školama čime je Osijek postao prvi grad u Hrvatskoj s takvom vrstom zaštite. 2009. godine Tehnološki park Varaždin d.o.o. i Centar za nestalu i zlostavljanu djecu Osijek osnovali su podružnicu Centra za nestalu i zlostavljanu djecu Varaždin s ciljem provedbe projekata zaštite djece na internetu na području grada Varaždina. Pokretanjem projekta “Sigurniji internet u školama” Varaždin je, nakon Osijeka, postao drugi grad u Hrvatskoj sa 100% sigurnim internetom u školama. U svibnju 2010. godine Centar je otvorio podružnicu u Republici Srbiji. U lipnju 2010. godine Centar je predstavio prvi računalni program za zaštitu na internetu na hrvatskom jeziku „Sigurni na Internetu SINI“.
Rad Centra prate i podržavaju Ured Predsjednice RH, Pravobraniteljica za djecu, Ministarstvo obitelji, branitelja i međugeneracijske solidarnosti, Ministarstvo za demografiju, mlade i socijalnu politiku, Ministarstvo znanosti, obrazovanja i športa, srodne organizacije, lokalna zajednica, mediji te neki gospodarski subjekti.

Reporting illegal or dangerous content for children may be done 24/7, using one of the means presented below. The hotline accepts anonymous reports from citizens who have accidentally discovered child sexual abuse images or any harmful to children online content. The reporting person may choose to remain anonymous or provide contact details. When contact details are provided, the sender of the report is informed about the action taken on the report. Hotline operator - a FOCUS employee who takes on and processes, according to internal working methodology, the reports received by the hotline. Reporting form - the form on the hotline site contains a series of necessary elements to register a report referring to the possible engagement of children in pornographic/obscene acts/materials on the internet. In this form, there are some mandatory fields (absolutely necessary for registering and initiating the measures) and optional fields, which allow the possibility of obtaining some supplementary data, realizing some statistics or further correspondence with the reporter, with a view to informing him regarding the results of his report. Registering the report - the report is being registered in the database of the hotline, by allocating a unique registration number; this is done automatically. Statement - the document elaborated by the hotline operators, as a result of the registration and confirmation of the report. It contains information obtained as a result of the procedures foreseen by this methodology and necessary for starting off the investigations of the competent institutions. Child - the term “child” refers to a person under the age of 18, who hasn’t the full capacity of exercise, according to the law. Illegal content - content criminalized by the Romanian law; according to each case, it may other be a crime or contravention, depending on the gravity and the social danger it represents. The law enforcement authorities (the police, the prosecutor’s office and the court) have the competence to check and establish the sanctions in each case. Harmfull content - content which may affect the harmonious development of children, without being necessarily considered illegal by the legislation in force. Chat room - on-line discussions between several users; Messenger - on-line discussion between two users – a user may have several windows open, and he can talk simultaneously with several users, but only he can read what the others wrote – each interlocutor can read only what he wrote and the messages sent to him; Forum - off-line discussion, usually on a subject proposed by the owner of the forum, in which comments are posted and, sometimes, the forum administrator responds; he may also block the access of an undesired user; Community of users - in which every mail of a member is transmitted to all the members of that community and only those who have something to comment will answer– anyone can register and, thus all kind of spams may be received; these may be reported to a moderator which may block the access of undesired users;Zaposlenici
